Headstones in Guelph & Wellington County: City and Rural Cemeteries

From Guelph's city cemeteries to small township burial grounds in Wellington County — rules, rural foundations, matching old stones and delivery.

Guelph's city cemeteries serve a growing university city, while Wellington County — Fergus, Elora, Mount Forest, Erin, Drayton and Harriston — is dotted with small township and church burial grounds, many with stones more than a century old.

How Ontario regulates cemeteries

In Ontario, cemeteries operate under the Funeral, Burial and Cremation Services Act, 2002, administered by the Bereavement Authority of Ontario (BAO). A few practical consequences for families:

  • Every cemetery has by-laws. They cover memorial sizes, materials, foundations and installation, and the cemetery must make them available to you. Ask for them before you choose a design.
  • You can buy from an independent supplier. Families may buy a monument from the cemetery or from an independent retailer or manufacturer; either way, it has to meet the cemetery's by-laws.
  • Care and maintenance contributions. Ontario cemeteries collect a regulated contribution to their care and maintenance fund when larger markers and monuments are installed. Ask for the amount in writing alongside foundation and installation fees.

Our cemetery headstone rules guide has a checklist of questions to bring.

Rural township cemeteries

Small rural cemeteries are often run by a township or a volunteer board. A few practical points:

  • Ask who approves memorials — sometimes the township office, sometimes a cemetery board secretary.
  • Foundations may be poured by a local contractor rather than cemetery staff; confirm who does it and the fee.
  • Access for delivery trucks can be limited on soft ground in spring.

Matching older family stones

Adding a stone beside a grandparent's 1920s monument? Grey granite and traditional shapes usually match best. Measure the existing stone and photograph it in daylight — see matching a new headstone to an existing one and how to measure an existing headstone.

Weather

Wellington County is colder and snowier than the lakeshore. Choose dense granite, deep lettering and a frost-depth foundation, and plan installation for spring to autumn.
